Good evening and welcome back to the Hashtag Sicily section “Comu veni si cunta“.
This evening I will talk to you about the so-called Differentiated Autonomy, a theme that has been appearing in the pages of some newspapers in the South for a few days, and which disturbs the sleep of those institutional leaders and those political exponents who are seriously concerned about the fate of the South.
A concern that arises from the proposal that Minister Calderoli intends to carry forward, speeding up the implementation times and expropriating Parliament of the possibility of intervening to correct some aspects that seem to have been purposely conceived to further undermine the unity of the country and penalize the people of the South .
It is true that the autonomy reform is envisaged by our Constitution, as claimed by the governors of Veneto and Lombardy, but it is also true that article 117 of our Constitution provides for a state law reserve on the essential levels of services.
And to be honest, article 119 of our Constitutional Charter also provides, with regard to fiscal federalism, for the establishment of an equalization fund for the disadvantaged regions of the South.
Two things that are not there yet!
But the essential levels of services must not only be defined, as Minister Calderoli claims, they must be guaranteed with a law. And the necessary financial resources must be allocated to this end.
That this is the main road to follow is demonstrated by the experience of the “After Us” Law, thus defined by Renzi who had conceived it when he headed the country’s government; a provision aimed at ensuring a livelihood and a dignified life for the seriously disabled through the help of those who had taken care of them up to that moment, such as their parents; and who it is would take over their disappearance.
But the good intentions and the money made available by the State for this purpose collided with the disorderly and chaotic management of the Regions.
It is not Pinco Pallino who denounces this situation, but the Court of Auditors, which claims not only that there has been a heterogeneous application of the rule on the “After Us”, but that there has also been the penalization of the South Italy.
All of this, in the opinion of the accounting magistrates, highlights the urgency of immediately determining the essential levels of services to guarantee everyone, and in particular people with disabilities, the necessary care and assistance.
Moreover, the LEP should have already been identified. While with Law 227 of 2021 their definition has only been started…
We know that on the issue of differentiated autonomy there are different sensitivities even within the government, that is to say, not everyone thinks the same way, but we also know that the League is determined to immediately obtain a tangible result to be played in an electoral key , both in the upcoming regional elections and in the European elections. So how should the League proceed if national unity is at heart?
And what should the southern regions and southern management groups do to avert this scenario?
